Remaining days in power

To: Gloria Macapagal Arroyo

You will leave Malacañang.

This certainty fills us with great hope.

As a matter of fact, it would do us all, as a nation, good if you leave as soon as possible.  Go.  Now!

We have had enough of you trampling on our PRIDE and DIGNITY.  Because of you, more Filipinos-- especially the youth-- have lost HOPE.

You are the reason why we, the people, no longer trust the government.

You stole the presidency “not once but twice,” and mocked the democratic processes;

You ruled with massive corruption and lost the moral authority to govern;

Your regime brought the people to hunger and poverty unheard of since the Second World War;

Under your regime, more activists and critics were killed, including members of the media, thinking we will be cowed into fear.

But many of us remain vigilant.  We, who shall thwart your twisted plots to stay in power.

We will not allow your minions in Congress to mangle the Constitution.

We will not allow you to exploit conditions to declare emergency rule.

We will not allow you to once again manipulate the 2010 elections.

We will hold you accountable for your many crimes against this nation, against the people, against the youth.

Goodbye Gloria, we send you off with much enthusiasm.

And as you go, don’t forget to take your husband with you!

Arroyo admin shamed RP twice worldwide

2009-The World Bank bid rigging shamed the Philippines twice over. First, it showed to the world the extent of government corruption. The WB report identified no less than First Gentleman Mike Arroyo as patron of colluding contractors in a $33-million roadwork in 2003. Second, the world saw how, in the wake of exposé, Arroyo allies connived to cover up. Admin senators, congressmen, appointees, spokesmen, and Mrs. Arroyo herself united to defame the WB.

The WB report quoted testimonies of one Japanese and two Filipino contractors about Mike’s role in the collusion. Other Filipino contractors talked about Mike’s ties to Eduardo de Luna, whose firm the WB barred from future biddings. The Japanese swore he crassly was told that, to land a contract with the Philippine government, he needed to bribe his way in. Listed as bribees were: project fixers, approvers, politicians, and high officials all the way up to the President. Others linked to the scam were a deceased senator, former public works secretary Florante Soriquez, former congressmen Prospero Pichay and Jerome Paras, and directors Tito Miranda and Marcelo Belleza.

The House public works committee was quick to hold two hearings. Just as swiftly the members —- many of them fellow contractors — cleared de Luna and castigated the WB for “persecuting” him. Admin Sen. Miriam Santiago called a separate probe by her economic affairs committee. She even fought with her colleagues for the chance to lead the inquiry, and chided the congressmen for attempting to subpoena WB officials. But after only two hours, she ended the hearing as “an exercise in futility.” Sen. Panfilo Lacson had just begun to link de Luna to Mike via an executive planner purloined by a disgruntled valet. But Santiago redirected all the blame on Ombudsman Merceditas Gutierrez, Finance Sec. Gary Teves, and Public Works Sec. Hermogenes Ebdane. Only when parts of the WB report later leaked to the press did she agree to reopen the inquiry. But not before taking potshots too at the WB. Meanwhile, Gloria Arroyo’s spokesmen tried to belittle the leaked papers as mere accusations but not the report itself. And Arroyo, from faraway Washington where she was pining for a date with Barack Obama, claimed that the WB report was all black propaganda.

But their slips showed all over, adding to the nation’s chagrin. In insisting that the leaks were mere accusations, the spokesmen in effect let on that they know the full contents of the report. Teves, to whom the WB gave a copy, probably passed it on to them, although he claims he never read but just transmitted it to Gutierrez. De Luna cried that he unjustly was never given a chance to defend himself against the charges of collusion. In the same breath, though, he said the WB verdict was based on “multiple hearsay.” Meaning, he was given the documents to refute after all, just that he wasn’t believed. Santiago earlier had praised the WB reputation, so is now having a hard time debasing it — although she can always laugh out loud as before and say, “I lied.” More shame to RP then. '3,700 children languishing in RP jails’

2006-The alarming report that more than 2,000 Filipino children are languishing in the country’s jails with adult criminal offenders is actually an understatement.

The truth is, an average of 3,700 kids are locked up behind bars at any given day, according to the United Nations Children’s Fund (Unicef).

More than 2,000 of these children are detained at city, municipal and provincial jails under the Bureau of Jail Management and Penology (BJMP). The rest are in other detention facilities like police stations, barangay halls and rehabilitation or youth centers, Unicef project officer Alberto Muyot revealed.

Muyot said there is a need for the government to address this problem starting with the setting up of a system which will monitor cases of detained minors.

Pimentel accuses Arroyo of ‘impeachable offense’

2005-Sen. Aquilino Pimentel Jr. accused Mrs. Arroyo of committing an impeachable offense when she allegedly used trust funds during the election campaign last year and abused her powers as chief executive in clear violation of the Constitution.

In a speech on Constitution Day at the Manila Polo Club in Makati City, Pimentel charged that Mrs. Arroyo betrayed the public trust when she illegally used trust funds "raised through the road users’ tax and Overseas Workers Welfare Administration (OWWA) for her own purposes" in the May 2004 polls.

Mrs. Arroyo also illegally authorized the payment of $68 million, or P3.762 billion for the purchase of six search and rescue vessels for the Philippine Coast Guard without congressional authority, the opposition senator said.

Mrs. Arroyo also committed culpable transgression of the Charter with the willful and blatant abuse of her appointing power when she went beyond the number of presidential appointees allowed under the law, Pimentel said.

"Her misuse and abuse of the powers of the presidential office cannot but be deemed to have been done maliciously, that is willfully and deliberately, for which she is answerable under the Constitution and the applicable laws," he said. (From Philippine Star Report)

FG in controversies

2009-Malacañang reiterated that it has no control over First Gentleman Jose Miguel Arroyo and cannot compel him to appear before the Senate inquiry into the World Bank (WB)-funded road projects controversy.

Deputy presidential spokesman Anthony Golez said Malacañang could not compel or even advise Mr. Arroyo to attend the Senate probe since he is not a member of the executive branch.

Golez said Mr. Arroyo is a private citizen entitled to make his own decisions.

“First of all, the First Gentleman will have his own legal advisers. We are not in a position to advise the First Gentleman,” Golez said.

Sen. Miriam Defensor-Santiago has invited Mr. Arroyo as well as some congressmen and public works officials to appear before the Senate investigation into the WB report implicating them in anomalies in the bidding of government infrastructure contracts.

Term extension is Cha-cha's goal, lawmaker says

2009-The real goal of Mrs. Arroyo’s House allies in the renewed Charter change (Cha-cha) initiative is extending the terms of office of incumbent officials, according to Quezon Rep. Lorenzo Tañada III.

Tañada said the passage of House Resolution 737 was just “a smoke screen for attempts to extend the terms of office not only of the President but of all incumbents.”

He was referring to the approval by the committee on constitutional amendments of a resolution that seeks to amend the economic provisions of the Constitution.

Resolution 737 proposes to relax restrictions on foreign ownership of corporations engaged in certain businesses and on foreign ownership of land. Speaker Prospero Nograles is its principal author.

Tañada also said the glaring absence of a specific mode by which the Constitution should be amended – by constituent assembly or constitutional convention – only makes House Resolution 737 all the more suspicious.
